Undeclared work is a major problem in many countries, prompting the European Commission to set up the European Labour Authority which provides information for individuals and employers on their work rights and obligations. This animation was developed to raise awareness of the role of the European Labour Authority, the importance of reporting undeclared work and the responsibility of companies to provide fair conditions for workers in EU member states.
BBC Studioworks, in collaboration with Shoot You, came up with the concept of two characters experiencing disturbed sleep. This is something we can all relate too. A troubled mind, work stresses, uncertainty, challenges – they keep us awake as we try to resolve the problem in hand. The abstract characters represent the employee and employer, the temptation to pursue undeclared work and the realisation that it makes no sense for anyone. The animation tells the story in a colourful, easy-to-understand, relatable way – supported by a voice over. It sensitively raises the key issues and concludes that ‘following the rules’ is in the best interests for everyone.
